2. REFUND POLICY
a. Refunds before classes begin. This policy constitutes part of the agreement or contract between the student and the school. Upon written application for cancellation of an enrollment agreement delivered to the school either in person or by certified mail prior to and including the first day of class, the student shall be refunded all monies, 100% of what was paid except the non-refundable application and registration fees. Refunds shall be paid within 30 days following the date upon which the student’s withdrawal has been determined.
b. Refunds after class begins. The school will refund the unused portion of tuition, fees, and other charges in the event a veteran or other eligible person fails to enter the course or withdraws or discontinues at any time prior to the completion. The school provides that the amount charged to the veteran or eligible person for tuition, fees, and other charges for a portion of the course does not exceed the approximate pro rata portion of the total charges for that course. The student has the right to cancel an agreement and obtain all refundable charges by notifying the registrar in writing. Further specific details can be found in the enrollment agreement.
c. STUDENT RIGHTS.
1) The “Student Tuition Recovery Fund” (STRF) was established by the legislature to protect any California resident who attends a private postsecondary institution from losing money if a student prepaid tuition and suffered financial loss as the result of a school closing, not honoring the enrollment agreement or refusing to pay a court judgment.
2) To be eligible, you must be a California resident and reside in California at the time the enrollment agreement is signed. Students who are temporarily residing in California for the sole purpose of pursuing an education, specifically those who hold student visas, are not considered California residents.
3) To qualify for STRF reimbursement, you must file a STRF application within one year of receiving notice from the Bureau (BPPVE) that the school is closed. If you do not receive such notice, you have 4 years from the date of closure to file a STRF application. If a judgment is obtained, you must file within 2 years of the final judgment.
4) It is important that you keep copies of the enrollment agreement, financial aid papers, and receipts or any other information that document monies paid to the school. Questions regarding the STRF may be directed to the Bureau for Private Postsecondary and Vocational Education, 400 R Street, Suite 5000, Sacramento, CA 95814-6200, (916) 445-3427.
d. Student Complaint Procedure. Students seeking to resolve problems or complaints may contact the instructor, the accounting department, or the administration orally or in writing. The person receiving the complaint shall notify the Vice-President in a timely manner. Investigation, response, and resolution will be attempted as soon as possible. Written complaints shall be responded to in writing within (10) working days of the receipt of the complaint. Reasons will be given to the student if the complaint is rejected. None of the student’s rights or remedies shall be limited or waived by participation in the complaint procedure. Unresolved complaints may be directed to the Bureau for Private Postsecondary and Vocational Education, 400 R Street, Suite 5000, Sacramento, CA, 95814-6200, (916) 445-3427.
